Svenska Spel Proposals

Sweden’s state-owned gambling operator Svenska Spel has released a 42-page report outlining 18 proposals aimed at tightening gambling regulation and improving player protection.
The report focuses on three core areas: stronger safeguards for young people, measures to block illegal casinos, and the introduction of a risk classification system for different types of games.
A central theme of the report is the vulnerability of young people and women. According to Svenska Spel, loot boxes, skin betting, and gambling-related content on streaming platforms like Twitch and Kick present significant risks to younger audiences. The report also highlights gender differences in gambling behavior, noting that women are more likely to experience rapid progression into problem gambling and often face overlapping health challenges compared to men.
Svenska Spel argues that while Sweden’s re-regulation of the gambling market in 2019 was initially welcomed, progress since then has not been as strong as in other countries. As a result, the company warns that current trends pose a threat to consumer protection and trust in the regulated market.
CEO Anna Johnson emphasized that online casino games, considered high-risk products, are driving much of the industry’s growth and should face stricter marketing rules. She called on regulators, lawmakers, and the industry to work together to ensure a safer and more sustainable market.
These proposals come just days after the Swedish Gambling Act Review, which also called for stronger oversight of online casinos compared to other gambling verticals. Svenska Spel says the new recommendations are designed to provide “concrete and feasible solutions” to address the challenges facing Sweden’s gambling sector.
